In the middle of Winter, the seller will have to wait a while for a buyer of a rag top...but...
If it is all it appears to be, in 3-4 months he will likely be able to pull full asking price. It depends on how deep into it he is as to whether he's willing to take a 20% haircut to sell in now. If you really want it, it seems reasonable that a 10-15% cut over asking price would get the deal done.
$21-22k for it seems fair to close a deal now...if it is what it appears to be.
