It's pretty easy, but the results vary based on the photo you start with. It also puts a water mark on the photo that you either need to pay them $1 to delete or crop it off yourself after the image is done.
The app is free, it's called Clip2Comic. I got it for my iPad. I intend to use it in conjunction with my PC based photoshop to make doing certain parts of image creation easier. I can do the conversion on the iPad and then use PS to take parts of the image to use with others.

That's why I intend to use it with my PS program. I can extract the bits I like and use them to build better images.

Well, I think I've got the software figured out. The effects you get depend on the texture and lighting in the photo you start with. Changing the lighting balance changes the image you get. The resolution of the image makes a big difference too. Knowing how the program responds will let me get the results I want...
