The outer is the same but the brackets are different so I am going to say negative on that.

74 is the last year it has two bolts on each side. 75 has one big bolt on the side into the frame rail and another bolt from the bottom.

yes/no. depends on when the 74 was made. My dart for example is a Nov 1974 build date. I do not have the shock absorbing bumper brackets, mine were just standard bumper brackets, just like they used on the 73 front. The rest of the bumper itself, is the same though
