Stop in for a cup of coffee

Hey I am going to pose a question and then head to bed and see if I have an answer tomorrow. Keith may be the one to answer. I have a Dodge Neon that started to rev up when in park. ANd at times surges. It has gotten to the point that it will take me down the road at 55-60 without touching the tgas pedal. There are no codes and no vacuum leaks that I can find. Is it Fuel sensor? Cam sensor? or something else?

Throttle postition sensor???

OK, so...
Cam sensor would almost definitely give a code.
My first thought was throttle position sensor. But your not moving the throttle. IIRC it has a spring return. So, I suppose if that failed it could go nuts and do whatever. But I believe they more commonly fail by not giving you anything vs too much.
IAC can definitely give a surge. I don't know about idling at highway speed though. It's just a small opening that bypasses the closed throttle plate to give air during idle.
There's a speed sensor - somewhere. Not sure what it's 'normal failures' are.

My Laser used to randomly rev up to 3500 RPM while sitting at a light... It turned out to be a bad/failing throttle position sensor...

Some guys used to think I was revving it up on purpose and would try to race me off the line...

I just replaced tps on a ram for high idle.

Can get about 2 grand out of iac.
But it would set a code.
Tps wont set a code unless it goes open/shorts to voltage.

will give you step by step tutorial about testing tps. I use this site often.

Well going to get the Chevy cleaned up for a car show Labor Day. Barracuda is in repair or restoration and not going anywhere for a few weeks.
I have a little surgery tomorrow. They are going to cut out a little spot on my forearm, and remove a little skin cancer spot.
I have had this procedure four or five times now, no big deal.
I'll have a few stiches so will be limited for a few days.
