I was thinking, clean it real good with brake cleaner, and use gas tank putty on it.....

Had to do that on my Yota 4x4 gas tank many year ago. Rusted through from the inside. Had to use a dime to cover the hole
. Not another spot of rust anywhere else on the truck.
I have had a great experience with PC-7 on stuff like that.

Like the difference between Morro Bay and Atascadero
Leave Morro Bay at 65°, 30 miles later in Atascadero its 105° . One nice thing about it, when I was working that Atascadero area, I knew it would be cooler when I got home after work
