Throttle cable question

yes, that part is normal, however the silver sleeve at the right is supposed to be under the throttle bracket clamp.

It appears that cable is in the full/ nearly full throttle position, is the carb throttle closed, as it looks?

The metal tube section next to the clamp is supposed to be held under the clamp as Rusty say's and that little finger on the clamp section that points down is supposed to be straight away from the cable.
From the looks of it your throttle may not even be opening all the way.
Then again it might have to be like that due to a carb swap while still using the stock bracket.
