1973 dodge dart can u take the vapor canister apart and change any filter that are in side of it?

No..the canister is filled with charcoal, and sealed.
but there is a thin fiberglass (I think) filter at the bottom accessible from the underside.

Have heard (never needed to do it myself) of them being refilled with fish tank charcoal and a new filter.

Sometimes you can open sealed plastic containers by putting them in the oven and heating them. I know guys open modern headlights that way to sometimes paint the background a different color. It softens the glued seams and makes opening them a bit easier. Just a thought.
used to be able to buy the fiberglass dust filter for the bottom. don't know if you still can. the charcoal was supposed to last "forever", but i don't think mopar figured forever being more than ~ 10 years
