Windshield gasket "filler strip" for 68 Dart HT

The factory service manual calls for a "filler strip to be installed in the lower part of the weatherstrip". Does anyone know what this is and is it required on the windshield gasket I purchased from Detroit Muscle Tech?
Reason I am asking is that since putting the windshield in using said gasket/weatherstrip, I have major water leaks coming in both sides from under the dash on my 68 Dart. I plan to remove the glass this winter and check out the drains as described by "Old Man Mopar" I am confused on what to do about using any or which kind of sealer, it seems there are quite a few opinions out there in the FABO community.
 

I installed a new windshield gasket from them this summer with no rtv or anything and no leaks after about 700 miles. Lets start at the beginning. Did you verify it was the correct gasket? My gasket had pen masking on the actual gasket so you could double check with Detroit as to that.Did you see in the instructions to tuck/fold the outer gasket into the inner to "seal" it up? Did it leak before with the old gasket? can you see exactly where it is leaking? Was the windshield frame intact and solid?
 
I can't tell where the water is coming in. Too much is coming in to lay there for more than a couple of seconds and I don't want the fuse block and the carpet soaked. Everything is new. Wiper pivot seals and windshield gasket from Detroit Muscle and the windshield is from Year One. The factory service manual calls for the "filler strip" on the dart model, except for the convertible. Page copy below. Also below are pictures of the gaps at the bottom corners of the windshield where the gasket does not fill in the gaps. I can try to tape these off to see if it stops the leaks.

Anyway, back to my original question. Has anyone seen or used this "filler strip" after replacing the gasket with one that was purchased from Detroit Muscle?

Looks like you are missing the locking strip. Good luck finding one if they didn't supply one with your gasket, I couldn't find one for a 69 valiant rear gasket I sold with a rear backlight.

Did you use sealant when you replaced the gasket? It's going to leak if you didn't.
