Has anyone heard of having to remove the dash on a 69 Dart in order to replace the rubber seal around the glass?? I've never heard of this.

It's the other way around. "Convention" is that you must remove the windshield to remove the dash. This is not true. The screws were factory installed before the windshield was installed, buy you can get under there with a cut off wheel / grinder, and cut the bolts / clips, from below. When I re-installed my dash frame, I put the bolts in from the bottom, in fact, after the new gasket was installed.

Who told you this? "Windshield guy?" Find a different "guy."
 
Yeah, find a new windshield guy, he told you that cause he either has no clue on what he's doing, or doesn't want to attempt the job. I did mine in my 65 Valiant and 72 Duster. Soapy water and patience and the correct tool for the windshield lock. lol
