Sounds like the carb needs a good cleaning and a rebuild kit. Idling circuits in the carb are very small and most likely gummed up.

If you have all the parts to do a 360 then that is what I would do. If you're going to do a 318 with 360 heads be careful on piston selection so you keep the compression ratio around 9 to 9.5

Spend $20-30 on a rear end gasket and 80w90 gear fluid and count the teeth on the ring and pinion gear and divide them. for example 14 pinion, 42 ring gear 42 divided by 14 = 3 which means you have a 3.00 gear ratio. That will give you your ratio and you can work from there.
