my windshield wipers only seem to have one speed, and when I go to shut them off, they don't shut off ( only when I turn the ignition off ) I checked where I plugged in the connections and I replaced the switch itself with no different results.....any ideas ?

I had good fenders on my scamp, but the upper braces were rotted out, I made this template and fabbed my own. the outer edges I made relief cuts then welded them up after I installed onto the fender. I may not be perfect, It may have to worked a little but its damm close

I am getting my 73 scamp with a 360 ready to run but when I hooked up my throttle cable I don't get much action out of it. the first pic is without my foot on the gas. the second is with my foot in it. am I doing something wrong, or do I need a different setup ?
