1970 Duster fuse box

can anyone tell me if this fuse box is suppose to be missing the lugs in this picture and if not what were they for?

The Phillips screw is what holds it to the dashboard. I would definitely fix that yellow wire on the left of the bottom picture as the wire is bare there! Did you find any clipped wires?

I will do that, when I looked better at harness, the pink wire was the same way. the only clipped wire that I noticed was a yellow wire that was wrapped with a black and red wire that went to a flasher (I believe it a flasher) but yellow wire is separate and not sure what it will go to (yet)! You would not happen to have a picture of where and how it is held to dashboard would you?

You can easily answer this question yourself. Go to MyMopar and download a free service manual. Details of the fuse panel are in the wiring diagrams as well as a layout and fuse chart a few pages before the wiring diagrams begin.
 

Earlier model a-bodies had a longer piece of buss bar there which included the hot at switch on side of accessory fuse. Then the accessory harness ( tachometer ) included the line out fuse clip.
I never noticed that they had deleted one little clip section of the buss bar but it doesn't surprise me. They left the turn indicator bulbs out of a instrument panel one year. Feckin bean counters.
