BBS step up

I’ve got a couple of Carter BBSs that are missing the step up parts (hole at center and adjacent). Is that something only some carbs had, or are these carbs just missing that stuff?

All BBSs have these parts and will not work without them. Piston, piston gasket, piston spring, step-up rod. They are not universal across all BBSs; there are two kinds of step-up piston and numerous different step-up rods. The step-up rods are of calibrated, graduated size; they cannot be fabricated by bending up pieces of wire (though that never stopped shіtty "remanufacturing" outfits from doing exactly that).
