Need some help on parts selection. I have been using my laptop for editing pictures, while it works well I would like a bigger display. Have not built a desktop in over 15 years, so not current on what is available parts wise. I have my old ATX case with a 650 watt power supply in it that I was planning on using.
Along with photo editing I will be using it for Ernestinas Embroidery software. Other than Winhosed 10 the only things that will be installed in it will be 2 photo editing programs and the embroidery software.
Embroidery software requirements are....PC with Winhosed 7, 8 or 10. Intel 32 or 64 bit processor (or equivalent) 1ghz or higher. 4 gigs of RAM. 1024x768 resolution with 16 million colors.
One of the photo editing software requirements:
  • Intel® or AMD processor with 64-bit support*
  • Microsoft Windows 7 with Service Pack 1 (64-bit), Windows 8.1 (64-bit), or Windows 10 Version 1511 or later (64-bit)
  • 4 GB of RAM (8 GB recommended)
  • 1024 x 768 display
  • 2 GB of available hard-disk space for program installation.
  • Internet connection and registration are necessary for required software activation, validation of subscriptions, and access to online services.†
Graphics processor acceleration requirements

  • AMD: Radeon GPU with DirectX 12 or OpenGL 3.3 support.
  • Intel: Skylake or newer GPU with DirectX 12 support.
  • NVIDIA: GPU with DirectX 12 or OpenGL 3.3 support.
  • OpenGL 3.3 and DirectX 10-capable video adapter for GPU-related functionality.
  • 1 GB of Video RAM (VRAM). 2 GB of dedicated VRAM (4 GB recommended) for large, high-resolution monitors, such as 4K- and 5K-resolution monitors.

Minimum Requirements and Recommended Hardware

Hoping that someone can decipher all this mumbo jumbo for me....and perhaps put some links up to what they would suggest I get for parts....Much appreciate it...
 

That hardware is not that extreme. DirectX 12 is only Win10.
Geforce GTx640 is about where the DirectX12 started with a few exceptions in the 700's with most others higher than 640 supporting DX12
AMD Radeon, >8570 series as well as >Rx240 will be DX12 capable.
Most card manufacturers make both chipsets with varying amounts of onboard memory.

your power supply is fine although many cards use a 2nd power rail.
CPU's have peaked: i7, i5, i3, Opteron.
