So are you guys are suggesting, that as long as there is no ridge and the factory crosshatching is present there is no need to hone the cylinders?
I would say that, yes. You want budget, right? I'd remove one rod and one main cap and inspect the bearings. If they look good, run the short block as is.
 

I think key word is budget here budget to me means no machine work or very minimal. I did a 340 up and i sent the crank out cause it needed it honed and re ringed a standard bore block and had the heads rebuilt it wasnt cheap but its a 340 prob a couple grand anyway just to overhaul it not including core price. I had the engine laying around.
