Should I remove the undercoating?

I got a needle scaler from Grainger and it's tearing through all that crap like a hot knife through butter. I'm done with both rear fenderwells and have most of the area around the spare tire well done. I'll move forward to the rest of the floor pan and frame today. I expect another hour or two and I will be done up to the t-bar mounts which is as far as I go for now.

Next question, what are y'all re-coating it with? I was going to use POR-15 but they say it's only good on bare or rusted metal, and so far most of what I'm finding is painted underneath. Is there something that will protect the underside and stick to paint? I'd like to avoid stripping all that paint if possible.
 
grey primer and body colour overspray...just like it was originally. It will outlast you if you do it properly unless you drive gravel roads.
