I am assuming it's a newer car? I have had that problem over and over on customer cars
Also , When I have a car on the lift, and wheel is stuck, I just lift it up around head level, and swing a 2ft long 2in pipe on the inside of the tire...

Some of these newer cars have wheels that almost press fit on the hub so it can happen immediately after tightening the lugs downIt doesnt look like someone has rotated their tires lately!
yep, i know. hell, i had to jump up and down on the lug wrench to break the dang lugnuts loose

I have had had that a lot with aluminum rims just got to beat it to get it to break unfortunately.

they used an impact - because they ALL think they are good enough to get the foot pounds right without a torque wrench..

I owned a 04 Durango, I did have to kick the tire a few times each time I rotated them. I never had it get stuck that bad though and I never washed that rust bucket, so it had plenty of road grime and salt to help it get stuck on..
yeah thats what i get for taking them up on their buy it here and get free rotations for life
