Hey I am going to pose a question and then head to bed and see if I have an answer tomorrow. Keith may be the one to answer. I have a Dodge Neon that started to rev up when in park. ANd at times surges. It has gotten to the point that it will take me down the road at 55-60 without touching the tgas pedal. There are no codes and no vacuum leaks that I can find. Is it Fuel sensor? Cam sensor? or something else?

Trace the wiring all the back from the IAC motor.
It could be shorting out from a chaffed wire.

My neon used to surge and rev after it got hot.
A mouse chewed the wire and you could even see where it was arcing
