Maybe I'm misunderstanding the problem. Is it just one position on car or one wheel giving problem? Bent stud(s)? Wheel made wrong? Can check either by measuring, but might be tough to see if it's not off by much.
Both sides. I don’t understand it either maybe due to the shank and the lugs I have no idea it just doesn’t feel right.

What if you tightened them a little at a time for each stud and go around equally....I don't know if that makes sense
