What are these screw heads called? What tool is used?

It was to deter stealing this fuel door. The thief didn't have access to the inside end of the screw but owner probably has a key.
AMC Gremlin had a big fancy expensive fuel cap without any theft deterrent. I lost 1 off the 71 model and 1 off the 73 model. Dealer got about 14 dollars for it.

My barracuda didnt have that fuel door , but did come from the factory w/ the flip top that had urinal theft proof screws in it , doesnt now tho.
 
If you don't need the screws, you can make a tool out of an extra socket to remove and install them. Mark the positions with a marker and use a cutoff wheel to create three prongs on the end of an appropriately sized socket.
