I would look for a used tow dolly then mess with tow bar. U haul use to rent them when cars had steel bumpers. The one they rented would clamp on the bumper and had chains that would run to frame of car being towed. Most people over tightened the clamps on bumper and bent the crap out of them. well I have access to a proper tow rig but more than anything I was just really curious how the tow bars work because I don't see them often but every once in a while I see them being used and I could not get how it could work but post #2 makes sense.

The last tow bar I saw being used on the highway, there was a teenager in the driver seat of the vehicle being towed. He looked very bored and was not doing anything. I suppose he was stationed there in case of any problems then he would be in the right place to act.
