What eactly is this, and what does it do? Fancy fuel tank vent? Parts available? Just clean the bottom filter and go with it? The foam rubber on the inside doesn't look all that great.

Canister for emission. I believe the idea was to trap evaporate gases and reburn them.
 
Toss it. if the thermo valves dont work its just dead weight and ugly vacuum hoses to the fender.
 
My intention was to leave this car pretty much stock. Just bought it, the engine is hemorrhaging oil, and the more that I go into it the more it needs. Car was repainted and does not match the B5 Blue, the engine bay needs to be repainted. So I am going to just go over everything under the hood. I guess as long as it sorta works and doesn't cause any issues, I will just run it.

Yeah, when I get to the fuel system, will probably end up replacing everything, except the sending unit!

i added one to my 71 since it didnt have one

it does prevent the garage from smelling like raw fuel
