Well actually, since it will be running on battery alone, it will be 12.5 volts drifting downward with time. Make sure the alternator output isn't touching anything or hanging loose. Better yet- disconnect the vr wire, and then it can't generate anything.
For power to the starter, energirize the the starter relay. Use a screw driver just like any time you remote start.
