I had something similar back in the late 80s when I got a call from the State Police that a car I had sold a few months earlier was found stuck in the woods behind the Franklin Mint. Apparently the dumbass kid I sold it to decided to go off road with it before changing the title over.Got another story - this one directly related to the title not transfered. Gal got a call or summons about her car at the bottom of a cliff. (north jersey, Picatinny arsenal area so could have been a quarry face or natural short cliff) It was a car she had sold a while before. Who ever had it 'dumped' it, and the local LE traced the VIN back to the last owner of record. She got it worked out in the end.

In PA, the plates stay with the seller and aren’t given to the buyer. We are also supposed to go to the DMV or licensed agent to do the title transfer.
