You need to get the air out, and strap down/insulate the tube. The noise is in synch with the pulses of the oil pump, and the metal tube transfers the pulse noise. You probably have a huge bubble of air in the tube that will make it even worse.

check for a bad or burned plug wire

This happens with older carbed cars with accessories. If the powersteering pump or box has any problems it might take a little more fluid or less and stall out the motor thru the drive belt being the car is probably only at idle in gear. Try this. Remake the scenario and listen to the car now...

Just took off the intake of a small block, and it's been awhile. I noticed that the area around back inside the lifter valley looked odd. Is this normal or did somthin break off and vanish? It looks like some casting or support is missing.

try to drill it out with a left handed drill bit first, most likely the bolt was bottomed out or already stressed

Looks like spray paint on the top of the pistons. Doesn't appear to of been run for long, but I'd pull it down and check everything, especially oil plug related spots.
