not sure what you're referring to? if you're talking about the dust caps on front wheels, they can be had at any auto parts store.

It doesn't. It is the actual hub cap. (Bearing cap).

The rear axle end is usually rusty unless somebody scraped it, primed then applied good paint of some kind.

If you're running steelies no dog dish -you can get chrome lug nuts and autozone carries chrome axle dust caps
